Rust on utensils from the dishwasher

For the past few months I have had rust spots on my stainless steel flatware 18/10 after washing it in the dishwasher. I have ruled out every possibility aside from the water in town. I called the water Co. and they told me that the water is perfect. Is anyone else having this problem? Thanks
