Trash collection?!

When did they sneak by the once weekly trash collection for this summer? I could swear that the last time the circulars went out, we were supposed to get 2x/weekly after the 4th of July. I really hate the way they cut services without any visibloe savings: as far as I know, there are the same number of trucks and the same number of public works employees, so how are they spending our money?
