This whole fuss over the timing of the electric rate increase could have been avoided, if the council had clearly stated that the rate increase was effective in the next bill. Instead what they clearly said was effective in the March bill. Now they are saying the billing dept has had problems for years with a lag. Well obviously they knew of the lag, and obviously they forgot to mention it. The public is more disgusted with the council's doublespeak, then a rate hike. Because now we don't know who to believe
