I'll start by saying that I completely understand the reason for the rate increase, and accept it. However, I strongly believe that the Council and Borough Administrator would do very well to have a forum to explain the rate hike, the surplus, and the billing. Many people (myself included) do not understand several things about this and I feel that the lack of a clear explanation has suggested malfeasance to some people, where I strongly believe there is none.
