No, unfortunately I work during business hours and do not have the opportunity to call during their business hours. So I thought since this was an issue that most residents have expressed, and who are probably in the same situation as I, the council could provide an answer for their question. Also, the council president said that the billing Dept billed according to an ordinance. Who drafts and adopts ordinances?
