The council wrote and approved the ordinance that the billing clerk is following. If all the residents have the same problem with their bills, is it too much to ask the council, who pretends to care, to look into the problem. They have the ability to get the answers to the question and inform all the residents at the same time. The council has to stop acting like they are above the people who voted for them
