Ownership of the alleys is sometimes preferrable, sometimes not.
In my situation, ownership of the alley is a negative (won't get into a dissertation).
Needless to say, the borough was quick to approve resident ownership, but the great slides saw through that and shot it down.
In your situation, the borough either needs to step up to the plate and fine your neighbors (c'mon, zoning officer), or concede ownership.
