Thanks for the reply. I have had nothing but problems with the alley that is next to me. When I purchased this home, my parking lot was located in the back of the house which was only accessible through the public alley.
The inconsiderate (Previous) neighbors would often leave their cars parked in this alleyway thus blocking me from entering and exiting many times. This resulted in many fights and me having to notify their landlord which resulted in nothing changing. In order for me to avoid this trouble, I have spent a fortune in order to redesign and build a new parking area using another part of my property. Thanks to the building code, this required a curb, sidewalk and other elements in order to work. This drove the cost up to a large amount.
The (New) neighbors that rent the property next door seem to think that they can take ownership of this alleyway and make it their own personal parking area without any consideration for the accessibility that they are stealing from me. They have been explained how this alley is supposed to work.
Splitting up the alleyway so that the owner of the neighboring building as well as I get one half of the land is my solution to this problem. I can clean up this alleyway, plant some nice trees and extend my fence to the new property line and be finished.
This is all a result of inconsiderate neighbors who feel that they can take ownership and abuse the use of an asset which needed to be kept clear so that I and my guests can enter and leave my property. Just imagine me or any guest trying to leave or enter my property only to find the alleyway blocked by a vehicle and then having to knock on the door with no one answering OR when they did answer they were under the influence of narcotics... argh! what a mess! At least now there are new neighbors whom hopefully do not have the same problems BUT the alleyway is STILL being blocked!
