Phone the Village Hall and ask for a copy of the ordinance(s) pertaining to pools and fences.
And the next time someone stops tells you you have to take down the pool or do anything in your yard, get the person's name and stated position with the Village. Then phone the police department to make sure the person is legally allowed to represent the Village in such a situation.
The person who stopped by might not be someone working for the Village at all or if they do work for the Village, they might not have any authority in this matter. This person might just be someone with an opinion on what you should do with your property.
